(dis)repair victorian tiles?

We have this tiled floor in our hallway, no idea if this is repairable? it's covered in cracks, it isn't level (especially to one side) and there are numerous cement patches. anyone give me a ball park figure of repair? if can't repair, do i (try) rip it up and level again, or just level on top, assuming other tiles going on top? is it worth trying to sell the tiles once up?
