laying reclaimed wooden floors on concrete?

I live in an older property, built c. 1650 and the ceilings are relatively low. Our dining room has a slate floor which will be coming out. It sits upon a concrete slab. I would like to lay reclaimed pine boards that I have found. The guy that I have asked to lay the floors tells me that he would have to lay a 3inch joist onto the concrete slab and then the floor boards on top. the current tiles are around 1 inch and the floorboards are 22mm. Therefore, that would mean an increase in floor height of almost 3 inches which would make a a huge difference in an already low room. There must be another way?? Any advice would be greatly appreciated!
