Builder not returning & paid for work

We are refurbishing our house totally, so not living there at the moment.
The builder did a contract originally, but various jobs were added on, which are not in the contract,
He has been paid cash. I held £300 back as I realized he kept asking for the full payment when each job hadn't been completed..
He has held back the boiler remote control & certificate & guarantee. Plus the plumbing hasn't been completed to the 1st fix, just the radiators but nothing else .
I believe I can contact the citizens advice , but I wondered if any one here can give me advice.
I have told him I will contact the Gas council.
