hole in wall - is it an overflow?

This hole is where the en-suite bathroom is. I thought it may be an overflow but wouldn’t there usually be a pipe coming out of it? Perhaps it used to be an overflow but isn’t anymore, and I can fill it with expanding foam?
Is it possible that it’s no longer an overflow, do all bathrooms need one? I don’t want to fill it if it’s still required to be a hole there.
