Wall Covering Help

Hi everyone

Hoping that I could get some help in identifying what this is on the interior walls of our new house (thinking Artex) and what's the best way of dealing with it if we want standard plastered walls, i.e. remove it once we've checked for absestos/cover it somehow.

It looks like Anaglypta wallpaper that has been painted?

I don't know why the bottom isn't being rendered. Normally you put a 'drip bead ' right the way along and render above and below!?! Regards the piece of wood, I disagree that it will look wrong painted in the same colour as the render, the only alternative that i can think of would be a ' plank ', of upvc, but that would be white and stand out further.

Plasterer covered up all internal wall vents

Walls are not insulated. Would assume I should make sure exterior vents are kept so moisture can escape from the cavity? There's been issues with walls sucking up groundwater, so to let that moisture escape somewhere. I'm going to have have to insert some damp proofing rods in several places. Cheers!
