Chimney Breast back to life

Hi,


I recently purchased a leasehold maisonette dated 1900, the house has 3 chimney breasts according to the survey.. I'm on a tight budget and I'm looking to bring one of the 3 chimney breasts, which is covered up with plaster, back to life. I was quoted around 300£ for the inspection.. Do you think is the common pricing around London or I could get a better deal?

Do you think I need to request permissions anyway if I am not removing the chimney breast but bringing up the original opening back to life?
