Advice on flooring for cloakroom

Hi,I have a small cloakroom, the floor of which was covered by carpet as a temporary fix. Having more time because of lockdown, I am flirting with the idea of trying tiling for the first time, but I don't know if it is a good option for the room. The floor underneath the carpet I assumed was concrete but actually it is red and seems to be crumbling a bit in places. If I cleaned it and covered with a primer, would it be OK to tile on? Or should I be looking for something like laminate?Thank you very much.
