what type of curtains on these unique windows

Hello, oddly my living room windows go right up to the ceiling. We are hoping to have a dual rail system where one is a sheer curtain and the other a normal fabric curtain. Would this work here? We would probably have to have two separate rails for each window.

Follow up query is if the curtains should hang to the floor or just below the window, what is the norm?

Excuse the mess, having some renovations done.
