Building over drain inspection point

Hello, would anyone be able to tell me whether it will be possible to get permission to move or build over these? We are hoping to connect an outbuilding to the main house and these are in between. We are in the process of buying the house and they have planning permission but it is my understanding that we will need a build-over agreement too? Thank you.

Depends whether it’s a mains run servicing a row of houses or whether it’s your own mains.

If it’s your own you can have a double seal lid.

We got a build over agreement to build over a shared drain. It wasn’t difficult to get, although we had to pay a couple of hundred quid to do it. We had to add rodding points so we could still get access to the drain if needed. I wouldn’t let it put you off.

Free standing baths are only suitable for larger rooms where you have the ability to position the bath with free access all the way round, I regularly remove them from smaller bathrooms when doing re-fits, people like the aesthetics of the free standing bath and plough ahead and install them against a wall, the result is a disgusting accumulation of dust, fluff, pubic hair etc, this will happen quite quickly and you will regret having gone down this route. The concept of having the bath with no curtain is interesting though, in a bathroom around 2.1m square, most of the bathroom will be effected by splashing, the room will need a wet room floor former, and will require that the whole room is tanked prior to tiling, have a look at. (http://www.wetroominnovations.com) I usually use their Maxus formers and Purus gully traps. you can indeed get a flexible waste connection, have a look at McAlpine "Flexcon" range, these are available through any reputable merchants, these are quite substantial and would stand up to semi regular movement, if your free standing bath is an acrylic bath it won't be too heavy, so moving it would be quite straight forward, but I would suggest having small felt pads on the feet to protect the tiled surface, also from a drying point of view, Karcher have a very good little gadget for cleaning windows, which vacuums up the water, I often mention it to clients and any who have bought one have been delighted at how easy it is to use, it will leave the floor almost dry once you have used it, one note of caution would be your choice of floor tile, you will need a porcelain tile that has an R rating, this is a slip resistant rating and would be most advised. another note of caution, because the splashing will not be controlled, any vanity or wood based furniture will deteriorate. Hi Gavin, Good questions. These are really vital points to consider but the answers are complex and very dependent on what suits you. 1. Finding property - yes that can be tricky but it depends on what you are looking for, where and at what price. As others have said, consider property as not necessarily simply a plot of land but potentially a building (and not necessarily a house) that could be demolished or remodelled to give you what you want. However, before you go through with a purchase, check with the local planning department that what you are hoping to achieve on any prospective site is likely to be supported / meets local planning policy. Auctions can be good places to look. A quick search on Rightmove or other online platforms using filters for location, price range, etc... is a good starting point. Also many architects, as I do, can offer you a reasonably priced pre-purchase assessment of a property to check that there is scope there to achieve the type of home with the size and spaces that you would like. 2. The second is also a complex question that relates to you and your personal situation. It can come down to budget, as well as your skills / knowledge of construction and the amount of time you have available to either project manage / carry out work yourself. If you have little to no construction knowledge nor time then it would not generally be advisable for you to project manage / build the project yourself. There are pros and cons to all options. The traditional approach is to commission an architect to carry out the design work and they then tender the building work to contractors, who would then project manage the build while the architect inspects the work and deals with any arising site queries. This typically gives you the most control over quality and cost of build. Another option is a turnkey approach by a design and build company, this typically gets you a completed project at a fixed pre-agreed price and timescale, but with very little control over quality. There are many other options and I could spend all day writing them out! Taking a look at the JCT contract options can help illustrate many of the most commonly used approaches.

Hi Jodie, It is likely that Building Control will require the foundations to be checked by a Structural Engineer. The Engineer can usually organise the excavation of a trial hole (although you can do this yourself). You will need to dig along side the garage to expose the top and bottom of the foundation. Depending upon the age of the garage your Building Control department may have information on record. The Engineer will assess whether the foundations will adequately support the additional floor and if not recommend ways around it. They will also be interested in any nearby trees which may cause problems- although if there is no sign of movement to the garage it should all be ok. I may be biased but I would say that an Architect or Architectural Designer will be beneficial. In the first instance they can provide you with advice of whether Planning Permission will be required but they can also help maximise your space and investment- often coming up with ideas that you may not have thought of. Building Regulation approval will be required. There are two main ways of applying. Firstly a Building Notice where no formal plans are submitted but the officer will carry out more inspections and may ask you to rectify work (which could be costly). The other is a full plans application where an Architectural Designer creates a set of working drawings. These are useful for the Contractor to work from and get checked by the Building Inspector so that you can be sure that the Building Regulations are all met before starting on site. They are also good for issuing to potential Contractors to allow them to quote for your job. The cost of an Architectural consultant will vary depending on where in the country you are. We would charge nowhere near £3,500- in fact probably less than half of this. Strcutural Engineers are an additional cost you need to consider and Building Control will require you have one to look and calculation lintels, roof loadings and foundations. If your foundations are not quite up to scratch you will have options. Which could include creating a steel internal frame on new foundations or removing and rebuilding garage (which probably wont be as much of an additional cost as you think!). Hi Mike, there are a number of checks that you can do to determine whether it is possible to move the kitchen to the rear: Check the invert level of the drainage in the front. This is done lifting the manhole / inspection chamber(IC) cover and using a tape to see the depth of the bottom of the channel. 2)Making sure that you set a level datum line to the rear if the property - check the height difference between where your new drainage run will be positioned. Work out the fall ( change in height) between the front ( IC) and the rear. Take a linear measurement from the two manhole(ic) positions in metres and check the gradient 1in 80 to work out what height the pipe needs to be set to have the correct fall. If this sets the manhole above the ground then you will need to use a pump. If this works then no need to pump. Remember you will need to have a straight run or slow bend to enable a clear rod between points. If you change direction you will need a chamber unless it can be rodded. You can run a pipe under the house provided it is laid correctly and bridged at wall positions. I hope you can follow this through, it should make sense. Best Rowland

Hi Mrpuddlebunny,

What we need to know is are the drains shared and used by other properties or just used by your property. If you are at the start of a run then this is considered as not shared.

The general rule is that you can not build over a manhole. Therefore, the manhole will need to be removed completely and new pipes fitted.

If the drain is shared then the water authority own the drains and a build over agreement will be required if you propose to build over or within 3m of them. Building work can not start without the build over agreement. If a manhole is to be removed a roding point must be provided outside the building which can rod in the direction of the flow. Water authorities have strict rules and regulations regarding the type of materials that they accept for drain repairs and alterations and this will be stated on the agreement.

If you are in any doubt about what can or should be done contact your local building control and arrange a meeting on site to discuss or contact the water authority to discuss.
