Planning Permission for Lightwell

Hello! I was wondering if I could get some advice into extending into a lightwell and if it needs planning permission? Please see attached image.

We would like to fill in the lightwell in the top left of the image to extend our kitchen as it is currently wasted space. We have contacted several planners/builders/structural engineers with mixed opinions! It is still within our boundaries and has nothing hanging above. any advice would be hugely appreciated!
