No serial number on structural beam

Hi, we are under offer on a house whose owner has taken down 10y ago a structural wall in the basement. There is no trace of how that work has been done, and by who, there is no guarantee available, and because of a lack of transparency, we fear it was not done properly. The owner tried a few years ago to regularize the removal of the wall with the council, but they refused to issue a certificate of regularization on the back that they couldn't find the serial number of the beam. Is that normal? I thought all steal beams would have a serial number? I fully understand there is not enough information before we knock it down, but what would be the cost of replacing this beam with a certified one?
