window railings

I have a dilemma that I do hope the Houzzing community can help with. My house dits directly onto a pavement - there is no front garden. There is a bus stop directly outside which my local council refuse to move. When we moved into the house there were metal railings on the window but they were at a hight that people could sit on them easily while waiting for a bus. Inevitably the railings were pulled out of the wall. People now sit directly on my window ledge and cause damage with their feet on the paintwork and scratch the glass with the inevitable backpacks!
I wondered if anyone could think of a solution. I thought of higher railings so that people could not sit on them. My windows would still have to be able to be cleaned and would railings be illegal anyway re fire regulations. I cannot put window boxes as I know these would be destroyed over time.
Any solution would be much appreciated.
