Do not even bother giving this guy the time of day he won't with you. After waiting 4 weeks and having to stall my project for that duration, I have ended up having to find someone else to finish off what was really simple project.

Two separate builders confirmed HDRM's plans were over-engineered. Demolishing a wall wish their plans would cost 6 x the necessary cost and take 5 x as long. Do not recommend.
