Hi, Architects provide a range of services which are designed to guide you through the whole building process. What you described, window schedule and small power plans are technical drawings produced at a specific stage of the project. It's entirely up to you for what scope of services you will hire your architect. If you choose to manage the whole project yourself you may end up overlooking some things or run over time and budget - it really pays to do things in order and plan properly before starting any works. The exact cost of the designer's work can only be determined by evaluating the content of the project and the amount of work. This is not always a percentage of the project cost. Often this can very much come down to the terms of the appointment you hold with your architect, and there should be clearly defined terms around exactly what their role is on the project, how their fee is to be calculated and how it is to be paid. It should also specify the way in which disputes such as this should be handled if you are not in agreement over the way things are being handled. Are they in a project managing role, a construction managment role, or a contract administrating role? These all place slightly different resposibilities on your architect and would determine to what degree they may or may not be responsible for delays in the work. I would advise you review your terms of appointment carefully and try to seek greater clarity on these matters first. I hope this is helpful.
