In my opinion these are 2 names names for the same plant.
'Pendula' and 'Reflexa' are 2 words with the same meaning which is that they're weeping or procumbent.
The discriptions Mark mentioned from larry Stanley and from the Iseli Nursery are about the same:
Quoting from Stanley and Sons website - "A weeping blue Limber Pine. Leaves are gray blue on a plant that has a central leader. All the limbs come down and then head up again. Plant likes to lean over and hit the ground and go up again. Large red cones." I could not find any site referencing the plant by the Glauca Reflexa name showing a picture of the plant.
But that also sounds an awful lot like how Iseli and many others describe the varietal they call Pinus flexilis 'Glauca Pendula' - "Each long, green needle of this spreading form of Limber Pine is striated with silvery-blue on two of its three sides, which gives the tree a glistening bluish cast. If staked upright, 'Glauca Pendula' develops a leader with wide-sweeping branches, and if left unstaked, the vigorous branches form a broad, undulating groundcover."
I do have the plant in my collection under the name 'Pendula', just like Clément mentioned.
It does have blue needles which are more blue then all the other Pinus flexilis cultivars I have in my collection.
It could be that somebody gave it the name 'Glauca Pendula' because of this reason.
