What if we put one set of small shelving next to the water heater, floor to ceiling following the angle of the ceiling up with shelves. Also gives something for the rod bracket to be attached to on the right.

The shelving could hang on the wall and stop 3' above the crawlspace access. It could almost touch the hot water heater.
