I think that it depends on the number and style of dishes that you plan to store. I have service for 16 in plain bone china which are thinner and able to fit in the middle drawer of a three-drawer stack. The drawer side is 8" high but clearance to the drawer above is about 10". Inside dimension is 32" x 20". We installed heavy duty drawer glides and have never had a problem with opening or closing the drawer.

I have thicker plates. Setting for 16 as well. the current design has two drawer banks. Top drawer interior depth is 4” and width is 26.5”. Second drawer interior depth is 9” same width as above. Bottom drawer interior depth is 11 3/4. Two banks side by side. Next to that is a microwave drawer That aligns with the top two drawers with a third drawer below. That is 11 3/4” deep and 26.5” wide. I have attached a photo. I’m trying to see if that will be enough for cutlery, dishes and some pots and pans.

Those are good size drawers and I like that you staggered the depths. If possible, stage the items on a countertop and measure just to be certain that your items will fit. I have my tallest stockpots and sauté/fry pans standing vertically in a pan divider in a drawer with a 12" depth.
