I think you need a lighting designer. They can help you develop the proper plan to ensure sufficient light. In defense of the electrician, these are not questions that they answer - they take the light plan and implement. For example, my electrician knew that I where I would need my LED recessed cans, but didn't ask me whether I wanted daylight or warm. I had him pick up the cans and ended up changing out the bulbs myself for the proper color.
