You could try hammerite. It comes in spray and brush-on formulas and is designed for metal. It should also be fine over the top of small rusty bits.

There is a similar second one. And here are three options I drew with different sized Malms. The 5 drawer one is too tall, either the 3 or possibly 4 drawer ones might work.
