Render problems!

Can anyone offer any advice on here about what the issue is with our newly applied render? We originally wanted K-Rend but then we went over budget and went with our builder who used a colour through cement render. I believe the top layer of render with the colour through cement is mixed with lime also so that it is less likely to crack?
There are two issues with it.
1- You can see what appears to be the base render layer (sorry I don't know correct terms!) cracking underneath the top layer (which isn't cracked). This is only in particular places.
2- when the render gets wet it seems to absorb the water and then when drying out you can see the underlying block work as the render drys out at different rates.
Obviously we're not happy with this. The builder says we can overcome the problem by painting it but I'm not confident that this isn't just putting a band aid over what is a problem that needs rectifying.
Does anyone know why the render is how it is currently and if this is something to be concerned about? (extra note, it was applied when it was very cold. I don't know if this is relevant?)
