How about a white with a hint of grey, Farrow & Ball Strong White, or a more budget friendly Crown Sail White or Dulux white mist. For the 'thrown' you're probably best with a rustoleum spray paint.
When selecting paint colours for a basement avoid those with blue undertones as these will give a cold feel to the already natural light-starved interior. Get about three samples and test them prior to purchasing to save costs. Try whites with a pink undertone - the pink hue is not visible and only affects the visual interpretation of the colour
Use a water based emulsion for the walls and acrylic based paints suitable for wooden surfaces.
