Help with preparing walls for painting.

We have just pulled off wallpaper in order to repaint a room. It has revealed a layer of paint underneath and some of it has peeled off to leave a slightly uneven surface.

What is the best way to prepare these walls for new paint? I don't want them skimmed really as I want to keep costs down. If anyone has any good methods, tips, product suggestions for this kind of problem then I would be grateful!

    Sand them or hang lining paper. If very deep you could skim over patches with very fine filler and fine sand it back. Make sure it fully dried first.
