Damp problems - advice needed

We have just renovated a three-storey Victorian end of terrace house in London. Unfortunately, on the bottom floor, we have three quite bad damp issues that the renovations failed to solve. A damp proof course was installed, but this hasn’t stopped the damp.

The bottom floor is partly underground, with a private driveway beside it. We have three different damp issues:

1. Under stairs cupboard

the paint here looks like it could just be peeled off the walls like paper. This is an internal wall, which is not exterior facing. I’m not sure how to fix this. Any ideas on the issue and treatments?

2. Wall penetrating damp

damp is penetrating this external facing (partly underground wall). Do I just sand off the paint, paint on a stain blocker and re-paint?

3. Wall bubbling

I think that this one might be efflorescence, but I’m not sure..?

As I’ve just spent a fortune renovating, I’m not keen to tear up walls, radiators etc to fit a membrane. I don’t mind doing regular maintenance to keep these walls in good shape, but I’m just not sure what that maintenance and initial fix should be. Any advice would be appreciated! Thank you
