If you have a vented hob then there is a problem with the pipework to the outside- so it’s not a hob issue.

If it’s a recirculating hob then what you are describing is normal.

Is this normal? I thought the whole point was to keep air out of the unit beneath the hob and direct it into the void behind and out through the plinth - installed as per instructions. It's escaping from directly under the fan...

So you are saying the exhaust is pointed into the cupboard not the void behind the cupboard? It still sounds like an installation issue.

No that's not what I'm saying at all. The exhaust is pointed (and correctly sealed) at the cutout which leads to the void behind the cupboard. The air is coming from directly under the fan which is nowhere near the exhaust - I can't see how this would be an installation issue.
