I would think it would depend on what screed is used. Some "goes off" in an hour, some takes up to three days. Your tradesperson should be able to tell you what they've used.
My understanding is that for a traditional sand / cement screed it takes about 1mm per day. So for a 50mm thick screed about 4-6 weeks and a 75mm thick screed about 6-8 weeks.
Depends on thickness + type of screed and mix [pre-bagged factory made modified screeds can be quicker] + time of year [summer is quicker] + relative humidity + air flow.
If you just need access for painting walls above and you are only lightly loading the screed with foot traffic only [not ladders and scaffolds etc] then a week or so should be ok.
Before installing floor finish it's important to check the moisture content of the screed with a moisture meter. If it's not dry enough by then you may need to paint on a DPM before installing the flooring. Suggest this is checked with your builder and flooring company and their recommendations are followed.
