Wall light cover

I have purchased a wall light which turns out to simplybe a cover, with nothibg to wire into. Struggling to find an electrical base to work with the cover, any suggestions? Pics may describe the situation better :)

A hammer, chisel and then plaster skim... Seriously - I have yet to speak with a customer who has tried such "refreshes" who has been happy with the result. There is always a first time for everything, though...

Plasterer covered up all internal wall vents

Walls are not insulated. Would assume I should make sure exterior vents are kept so moisture can escape from the cavity? There's been issues with walls sucking up groundwater, so to let that moisture escape somewhere. I'm going to have have to insert some damp proofing rods in several places. Cheers!

Those particular lights seemed to give very little light as many LED ceiling spotlights would generate about 500 lumens. And the boiler tanks- I would get a tall kitchen cabinet that is 10cm wider than the appliance (as 10cm is the recommended extra space needed for servicing)
