Is it Rose gall?? - is it? just received it from mail order and found this bulge near bud union. If it is rose gall, what should i do?

Any info on dolcetto??? - Try to find in hmf, no avail. Usually sold as florist rose, no info other than that... Is there any other name to this or something pls?
