Could you have glazed doors to let a bit more light in or maybe some under cupboard lights. Ours utility is approx 2m x 2m, it's enough for a washer, dryer, fridge, sink, cupboards, loads of hanging space for coats, shoe storage and cat beds, the cats are fed in there too so it's out of the way. We haven't got any specific ventilation and building control didn't ask for any. Put plenty of plug sockets in too, we have double sockets in each corner.

We have an upstairs laundry room and I dry shirts and things I can't tumble on hangers on a rail. If the tumbler is on then the clothes dry really quickly. The max spin speed on my washing machine is 1400rpm, so clothes are really barely damp when they come out. We have a bathroom type fan to avoid the room getting damp. Re noise, I wouldn't put the machines against a wall where for example someone's headboard is the other side of it. But then again, I don't do any washing overnight. With the door ajar, you can't hear noise anywhere else upstairs. The machines are over the garage so I can't really say how much noise comes through the ceiling.

Hmm the excavating the floor seems unnecessary- All plumbing for a washing machine can be above the floor. I suppose there is an argument to put a drain in the floor in case of a flood but you can alternatively tank the room for the same reason. I think putting a laundry room upstairs is a brilliant idea. You might decide to create room for more appliances- I think that there is an argument for some than one washer and dryer if you have space. You might also consider room for a steam cupboard, a clothes rail and room for an ironing board to be up all the time. You might even put a TV point in there too.
