Like full height style shutters, the tier on tier style provides all the features of full height shutters, but with the simplicity of cafe style. Essentially two sets of shutters mounted together to provide a “stable door like” installation. There are a bottom and top tier of panels, completely separated at a certain point up the window.

With both upper and lower sets of panels mirroring each other perfectly, you have the option to keep the bottom set closed across the window for that all important privacy but the top set can be thrown open to flood your room with light with very little to obstruct what essentially becomes an untreated area.
