Where can I find good flat lights for a low concrete kitchen ceiling?

My kichen is being gutted and redone. I am happy with everything except the lighting. The flat is made of concrete and has a low ceiling and I can't find any flat lights for the kitchen. Not possible to drill into the concrete so need to have a track light that will lie flat against the ceiling but still provide ample light. Please can you help? I live in London. Thanks.
