Sealing fireplace with metal frame. How high do I go?

Hi there, I have a Victorian style fireplace with an ornate metal frame that acts as an opening to the actual brick fireplace/flue.
It is in London, long inactive and chimney health is not great. There is debris and soot falling fairly often so wanted to seal it for now. I have a 'wool based' sealer product (not sure if we can mention brands here) An oblong slab of breathable wool that you push up and plug the opening.
But my main question is, will it be enough to seal the opening of the metal facade in to the actual chimney, which is about 20x30cm. Or do i need to go much higher up the flue and plug the inside of the chimney which measures about 30x70cm
