Shower panels gone wrong

Hello! my bathroom fitter has fitted my shower panels the wrong way. They are tile effect and so I wanted them horizontal. He claims i didnt specify which way round and that shower panels always go vertical.
He hasn’t even finished the job and isnt taking any responsibililtyresponsibility . I also have no proof of requesting them to be fitted horizontally.
My question is, can the panels be safely removed and re-used to be fitted again they way i want them? I can’t afford another £180 for new panels plus pay him twice to fit.
Any thoughts welcome.
