Fire doors regs when living through a loft conversion

We are having a loft conversion in our 2 storey semi, and are aware that this will mean that fire-rated doors need to be installed as part of building regs.
I am confused about when this needs to happen during the build, though - if we are living in the house and the loft conversion isn't habitable, do we still need the fire doors in place? If we moved out during the build, would we be able to move back in if the loft wasn't complete and the doors weren't in place?
Our builder is telling us that we couldn't move in without fire doors being installed, regardless of whether the loft was finished but then it seems to me that no one would ever be able to live in a property during a loft conversion, were that the case.
What are people's thoughts?
