Who to contact to build bridge & desk/shelf/stairs in Hampton studio?

My friend has just moved into a new studio flat in Hampton. It's share of freehold and as she has cystic fibrosis, she needs to build a bridge between the two mezzanines and a desk/shelf/stairs up to it (see pics for inspiration). She plans to use the mezzanine with window as an office and the other for guests to sleep in. She has a max budget of £5 or 6k for this. Should she contact a builder or a carpenter about this and does anyone have any recommendations please? Will building regs be an issue for this or are there ways to comply by avoiding use of wood and using metal instead for example? And is her budget likely to be sufficient and what's the most cost effective way to do this please?

    I personally don't think £6k will stretch very far, considering there the structural work done to build a landing between the two mezzanine. Ideally, you'd employ an architect, but with a limited budget, maybe a joiner who specialises in building staircases would be a good start?
