help please re:- Flooring

Our house was built in 1904 and the back kitchen has quarry tiles in it. We are knocking down walls and as a consequence the new layout means the floor will need replacing. Different builders give us different advice regarding how to deal with the tiles. We don’t want to keep the quarry tiles as the kitchen is cold. Some say we can screed over it and some say dig it all up and lay a new floor with a DPC. Can someone advise what is the best cause of action as we don’t want to end up with severe damp up the walls. Any help or advice would really be gratefully appreciated.
