I am looking to build some raised beds using railway sleepers. But the problem is, my garden is sloping and uneven. The raised bed is to be along the front of the cottage.

There should be no problem building raised beds. Because the site is sloping, but the top of the raised bed should be horizontal, one side of the raised bed will have to be taller. This site seems to have it covered. Good luck! https://www.seefit.com/ask/how-to-build-a-raised-bed-on-a-slope

If you are in the UK, most of the local councils offer a composting service. Normally you can only collect a couple of bags at a time, but it is free and good stuff. While you are there, why not make yourself a wee compost heap? to keep you going over the years to come...

For flowers:- Echinacea has lovely bright colours and is a perennial and they can tolerate an amount of drought which may be useful if you don't have irrigation in your beds. Knautia will give you pops of pinks, mauves and cerise colours on tall thin stems, which sway in the breeze. Agapanthus are stunning but they do take a little while to establish and flower well. Cosmos give bright cheerful flowers if you want quick colour, but as they're annuals they won't come back and Osteospermum will give you great colours, but they also tend to just be annuals or very tender. For year round colour with foliage plants, look at the many colours of heuchera or even some of the carex grasses.

I think it could look really pretty but it’s obviously very narrow as you’ve said. I would therefore take inspiration from plants of the Mediterranean which are used to dry, ‘poor’ conditions. I did the same when I planted up a pallet which obviously is very narrow. Also taking into consideration your desire for evergreens, I’d suggest rosemary and lavender (think of the scents whilst sat there!) and possibly thyme. And interspersed with them- grasses is different weights and hues. You could then add some allium bulbs and agapanthus in between for some summer colour, but when they aren’t flowering you’ll have lots of different textures from the other plants to keep interest. Sorry you said it was south facing already, silly me! Against the wall, behind the sedum, you could grow a Ceanothus which is evergreen and has gorgeous blue flowers in May, or maybe a Star Jasmine climber, but you will need to provide support for it (white very fragrant flowers in summer). Another lovely shrub is Hibiscus, not evergreen but has exotic pink/purple flowers in the summer. Under the window you could try Cistus which is a shorter shrub, evergreen, with pink or white flowers in early summer.. At the front of the border you could try Geranium Rozanne which has blue flowers all summer long. Crocosmia could be planted nearby. Thanks, the garden is absolutely enormous, unfortunately it has been let go somewhat, so a lot of work is having to be done.

I was really hoping to use railway sleepers to build the raised bed. I guess I can level it off with oak feet on one side?

Depending on a slope of course, you can, for example use one one side 2 railway sleepers up the slope and 3 down the slope. You will need to do some digging to fit your raised beds into the slope.
