Plotting Private Sewers for the Local Water Authority?

Who has had to pay for the sewers to be plotted on their extension plans even though the public sewers are not even at the back of your house?
My extension will be on the rear of the property and all the sewers are located at the front. I have no man holes on my property either, just a small inspection silt trap cover in the rear for the surface water drainage. My local water company is telling me to plot all the locations of the sewers as they have no record of the plans! Why should I pay for them to get this information when they now own them? Anyone else have trouble with this?
