Hedge Planting.

Is there any laws/regulations on planting Leylandii (cupressocyparis variety) for hedge screening and keeping the height to under 2 metres?
I have been informed by a gardener that if it is trimmed regularly and the height maintained to under 2 meters, it falls within the regulations and also the roots won't grow wild.
Would like to hear your opinions on this. Thank you.
