Rough cost of converting a cellar.

Hi
I have a grade 2 listed three storey cottage which I have renovated over the past couple of years .
I had it valued before Xmas and was advised to have my cellar converted.
It is about 17ft ,dry and has a concrete floor ,It will need the floor digging out for extra height on the ceiling and heating putting in .Has anyone done anything similar recently ?
Do I need planning permission ?
And how much would a basic conversion cost ?
