Help with multi fuel stove installation

We’ve just had a multi fuel burner installed and we have a stainless steel band around the flu. I questioned the installer about this as I didn’t like the look of it and apparently it’s a legal requirement to have it to have access to clean the flue. Can anyone tell me if this is true or not? I asked if it was possible to have one in black and apparently not but the said they would spray it black for us. It’s now been taken off and hole for cleaning is visible. It looks a bit rough and ready to us but we don’t know what to expect. Can anyone give us advice? Many thanks
