Wet wall in shower bubbling

We had a new shower stall built (professionally) less than a year ago. The two sides attached to corner walls are made of wet wall panels. The shower was resealed with high grade silicon in December by a specialist company. Recently, one of the wet wall panels has started bubbling out at the bottom near where it is sealed to the shower tray.
A: What could be causing this?
B: Does this mean the water is getting through the wet wall panel and leaking on the other side?
C: If so, is there any solution short of rebuilding the whole shower?
