This is a custom Handrail. You'll have to find an iron and steel manufacturer near your location. Of course you'll have to design it first or "copy" what we designed.

How much are you able/ prepared to do on the stairs? You could have the steps re-tiled, or carpeted, laid with wood and a carpet runner, and you could install a new handrail if you have a larger budget. However, if you want to work with what you've got, I would focus on the tiles. I don't think the handrail itself is a problem- it could do with a lick of paint, but the tiles are a little dated. You can paint floor tiles but you'd need to be very careful to make sure that they were done safely to avoid slips on the stairs. Alternatively, you could have a stair runner fitted, to cover up most of the tiles, and then put some colourful artwork on the wall at the back to draw the eye upwards and away from the tiles. Hmmmn...........the trouble is that with most of the -pre-built wardrobes with any style about them ( to go in a victorian home ) is that they generally have drawers at the bottom emulating a 'victorian style'. - such as these:- furniture market.co.uk very nice looking, really good value and more to the point amendable as above. Note that the middle has an extra piece of wood so that you would be putting another rail on a double thickness surface for extra support. Ours (albeit handmade ) have a piece of wood under the second rail going to the floor so that the bar can withstand more weight. The only problem with that style is the height. Because they have the drawer at the bottom, the height inside is lessened and fitting two rows of clothes one under the other is still cramped. I found these, with no drawers:- Cranleigh Furniture - not exciting in design, but you can have them painted or paint them yourself. At least they offer better height for two rails. Are you completely set against built in?? You can get a whole lot more creative and use the space to the max.

Alcove wall lights above/below picture rail?

It seems to me the space above the picture rail should be clear of fittings or any decor for that matter. I'm also having a hard time picturing wall lights and alcove shelving on the same wall. Just because they are there now doesn't mean they should stay. Some lights on an extending arm could look nice, depending on your style. Or flush LED lights if you want to light the shelves. Much depends on the design of the shelving.
