Sprucing up a loft for kids/play room

Hi - we are moving into our new house next week - the loft room in the attached photos will be the room for our 2 boys (3 and 4 years) so we want to add an ensuite as well as redecorate it so that it is warm and fun and a practical space for 4 children playing. Question 1, where should the ensuite be placed and what would be recommended ensuite size for this room (approx 19'3x17'4). Question 2, what kind of budget should we be setting for this project (will get quotes once we're in but would be good to have an idea). Thanks!
