Flat roof windows on a single storey extension

Need some advice please!
I had wanted 1 x 1.5m Velux fixed flat roof windows for my extension but my builder has made a custom roof window with toughened glass over a frame. I'm assuming this is to save money but want to know whether this is a suitable method vs a Velux? I spoke to one glazier and they said they have a lot of customers doing this and that it shouldn't be an issue - agree?
The other question is that the windows seems to be flat and so water stays on them. Shouldn't there be some kind of pitch at least? It is a single storey flat roof extension.
