Summer House Planning - Ground Level?

Hi,
i am looking to have a summer house at the back of my garden.
I have made some enquiries as to whether I need planning permission and apparently I don’t provided the height is below 2.5metres. Is this correct?
Also, the height cannot be above 2.5m above ground level. But, what is classed as ground level?
The reason why I am asking is, when stepping out onto my patio area from the house, i need to take a step up into the lawn area to the shed at the back. Therefore it is slightly higher than the Latino area.
Can anybody advise?
