Pergola on windy hill

Ive always loved the pergola structure and now considering whether to go ahead with one. Thing is i dont get much sun after 2ish and im on top of hill so it can get extremely windy. I have a view to sea but as it a corner plot, the pergola would be on side of house so its over looked by neighbour. Im also on a budget so keeping cost down by just getting the structure done then I'll do the rest to tidy area up.I think it will be more of an extension to house for me and children to sit and play but then the winds might put me off. Obviously a glass room would be fantastic but my budget doesnt stretch that much. Shall i go ahead? Do you think it will be used area or just wasting my money?
