Planning permission for building extension on top of existing extensio

Hi,

I would like to build an extension on top of an existing ground floor extension. AFAIK, new permitted development rules allow building 2 storey extensions on the rear of the property, however I am being told by few architects that I will need planning permission for this because it is 2nd storey extension. Can anyone please enlighten me if this will be covered under new permitted development rights?
