Drilling into porcleain tiles

Our bathroom has porcelain tiles on the wall. We needed to drill into these to install a toilet roll holder and hired a handyman - it took over 2 hours to drill one hole so he advised not drilling the second and just using glue. Is it normal to take so long to drill into porcelain tile?
The glue fix isn't working so I need to get the second hole drilled after all, and am keen to have a sense as to whether another 2 hours is a reasonable amount of time!
