Trying to save this areca palm

Took this plant in from a friend who seems to have neglected it quite a bit and not watered it enough. The leaves feel like paper and some of the stems just come out in my hand. I chopped some of them at the end and put them in water to see if they'd grow roots, parts of them still look alive and seem to be growing a bit.
Any other hints? Will new shoots grow from the water or soil, or should I just give up? The roots aren't moldy or anything.
