Cleaning cedar wood for oiling

It’s been 2 years since our new cedar wood summerhouse was treated with osmo oil and it feels time to give a fresh coat as one side is a bit weathered and ageing. I’ve consulted the internet on prepping and it suggested washing up liquid and soft brush. But I don’t seem to be making much progress- any further suggestions? The pressure washer didn’t take it off either
